The Higher Education Council (HEC) informs the public, especially prospective students wishing to pursue studies in local Higher Learning Institutions or International Universities, that applications for study loans (both local and international) are published and awarded annually.
Key Information
Admission Requirement
HEC does not accept scholarship or loan applications for studies in Rwanda or abroad unless the applicant has already secured an official admission letter from a recognized academic institution.

Award Criteria
Study loans are granted based on national priority fields and the availability of funds in the approved government budget. Priority areas are published on
HERE.
Funding
Scholarships are awarded to students with the highest marks in their completed level of study who also meet the eligibility criteria.
Cooperation Scholarships
These will be published on the HEC website as they become available.
Application Platform
All applications must be submitted exclusively through the HECMIS online platform

Local Applicants
Information regarding local study loan applications will be communicated after admissions are confirmed with local Higher Learning Institutions.
